The EWTP brings together multiple government schemes under one framework, administered by Workforce Singapore (WSG) and other agencies. It is designed to support enterprises - especially SMEs - in achieving sustainable workforce transformation through structured funding, expert advisory, and technology adoption.

WDG(JR+) is the specific grant within EWTP focused on Job Redesign and workforce capability building. It funds consultancy services, capability building initiatives, and workforce technology solutions.

Step 2 Week 1-2 - Elitez-led

Project Scoping & Proposal Preparation

Elitez works with you to develop your WDG(JR+) project proposal for submission on the Business Grants Portal (BGP). We prepare all supporting documentation - you review and submit.

Step 3 Within 14 days - BGP processing

BGP Submission & Letter of Offer

Your company submits the proposal via the Business Grants Portal (BGP). WSG reviews the application and, upon approval, issues a Letter of Offer (LOO). Project work only begins after the LOO is accepted.

Key rule: Work must not commence before LOO acceptance. Elitez will never ask you to begin any billable work before this stage.

Step 4 Months 1-12 - Active project

Project Delivery & Milestone Execution

Elitez's consultants work onsite and remotely with your organisation to deliver the agreed scope - job redesign, capability building, tech implementation - in accordance with the approved project milestones.

Step 5 Project completion

Completed Report, Verification & Grant Disbursement

Upon project completion, Elitez submits the Completed Project Report to the Anchor PP. Once milestones are verified, the WSG grant portion is disbursed to Elitez. You pay only your co-funding share.

The Enterprise and Workforce Transformation Package (EWTP) was announced at Budget 2025 and Committee of Supply 2025. It is Singapore's consolidated government framework to support businesses in transforming their enterprises and workforces to remain competitive in a rapidly changing economy. Administered primarily by Workforce Singapore (WSG), the EWTP brings together multiple grants and support schemes - of which the SkillsFuture Workforce Development Grant (Job Redesign+), or WDG(JR+), is the flagship workforce transformation component, effective from 2026.
WDG(JR+) stands for SkillsFuture Workforce Development Grant (Job Redesign+). It provides co-funding for Singapore enterprises to engage pre-approved consultants to undertake comprehensive workforce transformation - covering strategic workforce consultancy, internal capability building, and adoption of workforce technology solutions. Funding is up to 70% for SMEs (50% for non-SMEs), capped at $150,000 per enterprise.
The "+" in WDG(JR+) signals an expanded scope compared to previous Job Redesign funding. The enhancements include:
  • A higher funding rate (up to 70% for SMEs, previously lower)
  • A higher cap ($150,000 per company vs lower historical limits)
  • Two new funded components added: Capability Building Initiatives and Workforce Tech Solutions

WDG(JR+) is a significant enhancement over prior Job Redesign schemes, making it more worthwhile for companies to undertake holistic workforce transformation now than before.
Anchor Programme Partners (Anchor PPs) are organisations appointed by WSG to provide broad advisory to companies undertaking workforce transformation and to serve as the primary administrative touchpoints throughout the WDG(JR+) project. They work alongside pre-approved consultants like Elitez to ensure smooth project transitions, quality control, and grant disbursement. As your pre-approved consultant, Elitez coordinates directly with your assigned Anchor PP - you do not need to manage this relationship yourself.

Your company is likely eligible if you meet all of the following:
  • Registered or incorporated and actively operating in Singapore
  • At least 3 local employees (Singapore Citizens or Permanent Residents) at the point of application
  • Have not yet made any payment to or signed a contract with a consultant
  • Apply via the Business Grants Portal (BGP) and receive a Letter of Offer before work commences
Both SMEs and larger enterprises are eligible. SMEs receive up to 70% funding; non-SMEs receive up to 50%. Contact Elitez for a free eligibility check - it takes 30 minutes.
Conversations and scoping discussions do not disqualify you - the key condition is that you must not have made any payment to or signed any contract with a consultant before submitting your BGP application. If you are speaking to Elitez for the first time, you are eligible to proceed. We will clarify your position during the free assessment.
The $150,000 cap is per enterprise. Companies can apply for multiple components (Consultancy + Capability Building + Tech Solutions) within a single application to maximise funding. Contact Elitez to understand how to structure your application for maximum grant quantum.

đź’° Funding & Costs

WDG(JR+) operates on a nett fee model:
  • SMEs: You pay only 30% of the approved project cost. The government funds 70%.
  • Non-SMEs: You pay 50%. The government funds 50%.
The government grant is disbursed directly to Elitez by the Anchor PP upon successful milestone completion. You only ever pay your co-funding portion - there is no upfront full payment required.
Example: A $100,000 project for an SME costs the company $30,000. The $70,000 grant goes directly to Elitez.
No. GST is not supported or funded under WDG(JR+). The funding applies to the nett service cost only, excluding GST. GST on your co-funding portion would be payable by your company in accordance with standard tax regulations.
Grant disbursement is milestone-based. The Anchor PP disburses the grant portion to Elitez upon verification of agreed project milestones and receipt of the required documentation (including the Completed Project Report). This means there is no risk of under-delivery - Elitez is incentivised to complete every milestone as agreed.
The combined cap is $150,000 per enterprise, across all components:
  • Workforce Consultancy - up to $50,000
  • Capability Building Initiatives - up to $60,000
  • Workforce Tech Solutions - up to $90,000 (must be bundled with Component 1 or 2)
You can apply for all three components in a single engagement, subject to the overall $150,000 cap.

đź“‹ Application Process

Your company must be the one to submit the BGP application - Elitez cannot submit on your behalf. This is a WSG requirement. However, Elitez prepares all the supporting documentation - the project proposal, quotations, scope details, and supporting attachments - so that you only need to review, approve, and click submit on the portal.
BGP processing is typically within 14 days of submission. You can check your application status directly on the BGP portal at any time. Elitez ensures your submission is complete and accurate to avoid delays. You will receive a Letter of Offer (LOO) upon approval.
Elitez will guide you through the full documentation checklist. Typically required are:
  • Completed Project Proposal (prepared by Elitez)
  • Latest CPF Form 90 (most recent month)
  • Latest financial statement (most recent month)
  • JRET or HCDT baseline questionnaire (completed with Elitez's support)
  • Full quotation from Elitez - total fee with government grant and client co-fund portions clearly itemised
  • Signed pre-submission declaration by your CEO or equivalent
Elitez prepares and pre-fills where permitted - your role is primarily to review, verify, and sign.

🔬 Scope & Deliverables

JRET (Job Redesign Evaluation Tool) is a structured digital self-assessment co-developed by IHRP and WSG. It assesses your organisation's job redesign readiness, prioritises roles for redesign, and measures changes in job value before and after the project.

HCDT (Human Capital Diagnostic Tool) assesses your organisation's maturity across talent management and workforce planning dimensions.

Both are mandatory regardless of which outcome your project commits to. Elitez guides your team through completing both tools - they are digital surveys that your management team fills in with our facilitation.
Every WDG(JR+) project must achieve at least one of the following mandatory outcomes:
  • Increased job value for job roles, as measured through JRET
  • Improvement in Human Capital maturity level, as measured by HCDT
  • Local employees demonstrably benefiting from redesigned jobs (supported by documentation)
Elitez designs the project scope around these outcomes from day one, so that by project completion, your organisation has the evidence required for grant disbursement.
Yes. Workforce Tech Solutions (Component 3) must be bundled with either Workforce Consultancy (Component 1) or Capability Building Initiatives (Component 2). It cannot be applied for as a standalone component. This ensures that technology adoption is accompanied by strategic advisory or capability building - not deployed in isolation.

No - and no pre-approved consultant should offer to do this. WSG regulations explicitly prohibit consultants from applying for grants or managing grant email accounts on behalf of clients. Elitez will prepare all documents and guide you step by step, but you must submit and manage your own BGP account. This protects you and ensures compliance.
No - and any consultant who offers this is violating WSG rules. WSG prohibits pre-approved consultants from sharing, rebating, or passing grant incentives (cash-backs, rebates, gifts, loans) to clients. Elitez strictly complies with all WSG consultant obligations. If you encounter a consultant offering grant rebates, this is a red flag and should be reported to WSG.
Yes, completely. The free assessment covers eligibility checking, component recommendations, and an indicative funding quantum - with zero obligation to proceed. In fact, WSG rules require that no payment is made and no contract is signed before your BGP application is submitted. So it is structurally impossible for us to charge you at this stage.
